I am a citizen and my spouse is a Indian born British citizen. I've just put in an outland sponsorship application for him.
Does anyone know what the processing timeframe looks like as of now

If you want to see some real life timelines, check the spreadsheet link in my signature line. Your spouse will be applying as a British citizen (where he was born matters a lot less). IF your pack is ultimately sent to London Visa Office (likely), then yes, bank on 12 months. IF it is sent to Mississauga, then maybe 6 months or less. There is nothing you can do to influence which VO they send it to for processing. Bottom line is bank on 12 months and be pleased if it is less.

Sometimes but not always.

Yes, that is part of the process. They will normally tell you which VO they are sending it to after 'sponsor approval'.
