Spousal open work permit from outside Canada

Hi all! I am going to submit my permanent residency application in a few weeks. My husband is out of status and he is planning to leave the country soon. We are planning to submit the application once he has left the country to avoid any issues. Now, can i include him on the application as a dependent, so that he can also get his PR at the same time as mine? Also, would he be able to apply for SOWP from outside canada once AOR is received. Fyi: his details are mentioned on my approved pnp in the section: family members in Canada who are accompanying. Any help will be appreciated. Thank you
