I don’t get it. A PA can’t order the notes cause they are not Canadian or PR.. I can’t order it as a Sponsor until we sign forms to allow me to access our file :/ just send us the notes .. I will not try again I have tried 2 times already.

For background, it's not just 'your' file, it's also the PA's file, and (although this may sound odd) privacy regulations require the PA to sign forms allowing you access.
The instructions are relatively straightforward, as the PR/citizen sponsor, you just need to submit the forms. If you don't wish to, that's certainly up to you, but that's the way it works.
No, that's old. You actually have to speak to someone on the phone. Mine is decision made online and when I call the automated system it says processing background check.
