spousal application returned with holes and stamped! help please

"I have submitted my husbands application but it was returned because I has made a mistake with the sponsorship category only in the checklist and said he was inside Canada when he is really outside of Canada, the application was returned to me with holes in every page and a stamp on the first page of every document. what does that mean and once the correction is made do I just send everything back with those correction and holes and stamp or start from scratch with new documents?"

They should re-do the application forms from scratch. They should not use the same forms again given they misclassified the application as inland.
