Spousal application after rejected visitor visa ?

Situation:

- the couple is: one citizen of canada and one foreigner from the developing world.
- request for foreign fiance to visit Canada (visitor visa) was rejected in fall 2018.
- the fiance never set foot in Canada before or since.
- wedding occurs in early 2019.
- after the wedding, the spousal sponsorship procedure starts.

The form 5669 (link) , on top of page 2, asks: "have you ever been refused admission to Canada, or asked to leave Canada?"

To be clear, does the refusal of "a request for temporary residency/visitor visa" the same as "refusal of admission"?

Yes, you should state the refusal. In most cases it won’t hurt your application unless the refusal was because of a criminal record.

What would really hurt your application is not declaring it, they consider it misrepresentation.
