My friend has two kids..one baby and one 5 and she was receiving social assistance and working and she brought her husband to Canada but she had a good lawyer and they used humanitarian reasons and it worked and got accepted so if she has a good excuse in why she is receiving assistance then it fine but if it’s for no reason and then it won’t be approved

Would add that your friend is lucky. Being in social assistance while applying for H&C is viewed negatively. Supporting yourself without government help is quite important for many H&C applications.
