Can I sponsor my parents and married siblings to Canada? I got PR and I'm single. Thanks
 
Sponsor married siblings -- no, since your parents are still alive.

Parents -- yes, if you meet the Minimum Necessary Income requirement for each of the three years preceding the date of your application (2017, 2016, 2015), MNI is equal to the Low Income Cut-Offs (LICO) plus 30%. And if you're fortunate enough to get selected for 2018's PGP lottery draw.

It seems Quebec requires only 12 month period income proof. I wonder if Quebec applicants have to go through the lottery. Also if I have income in a foreign country (USA) before I moved to Canada, can I use use it as a financial proof or the income has to be earned in Canada?

Yes, Quebec sponsors must go through the lottery, too. Income has to be from a Canadian source.
