I guarantee you Canada doesn't give a damn about your application money, it's a money loser for government. You can look it up. At the absolute best, it covers the cost of processing, and no more. That's best case, overall, loses money.

I know you got some anger thing going on with IRCC, and I'm not the person to defend their overall approach, but I think any characterisation of what a signifcant govt department does as "mind numbing" "money being ploughed into it" etc etc ....
...that doesn't even BOTHER to mention how much revenue it's raised is a bit silly.
Years don't match but I think this 2021 info gives at least an order of magnitude. 2021 revenue overall about $1.3b, spending 2023 (up significantly) $3.9b (if I've made no errors).
No, IRCC doesn't make money overall. It's not intended to. Long term for Canada tax income vs program spending related to immigraiton/immigrants is massively more important than IRCC budget. Likely an order of magnitude more, if not several.
Again: not a defense of IRCC. But if you're going to just toss out those numbers above, and claim they're "mind numbing", you're just not aware of how big government, the economy, and the country actually are.

If people from Cuba would not remain in Canada or claim asylum then it may easier to get a TRV. There are also sadly many examples of Canadians marrying Cubans and once they enter Canada they abandon the relationship. That is not always the case but it is frequent enough to involve more scrutiny from IRCC. Most Cubans also don’t have much savings and it is difficult to get a visitor visa to most countries without proof of savings. Even when Cuba sends it citizens to work for dirt cheap in exchange for goods their citizens often do not return to Cuba and leave for a neighbouring country. For example when Cubans get sent to Venezuela many leave when they get the chance and go to Colombia, Brazil, etc. and then reassess. As others have already mentioned IRCC is not making money on applications. All you can do is attempt to get a TRV. If not approved you and your spouse will have to decide whether he is willing to take a leap of faith and move to Canada, Germany or wherever you can move to Cuba. Assume where you would live had been discussed as part of your relationship
Yeah well Cuba is good enough for a cheap vacation well of not than it tells me that this country is not even worth it to apply for residency, and for me to pay taxes here . After all we are legally married and if Canada does not. Count that than screw this place Also he has traveled to Nicaragua and Russia and he has not stayed in any of those countries longer than allowed, that should count for something,
