I want to sponsor my parents for PGP in coming years from Quebec. I am planning to move to Quebec soon. As a understand Quebec has different rules for financial evaluation. However, I am little confused about Quebec requirements.
1) Do I need to both live and work in Quebec, or I only need to live in Quebec to be eligible under Quebec rules for sponsoring parents?
e.g.: Can I live in Gatineau (Quebec) and work in Ottawa (Ontario)?
2) If I move to Quebec now would I be eligible to apply for parents sponsorship from Quebec in Jan 2019? (Assuming I earn more than required income from Canadian sources for 2018).
3) Will it create significant issues with tax if I live in Quebec and work for employer in Ottawa (Ontario)? or I will simply file income tax from the province of residence (Quebec)?
No idea if you'll qualify to sponsor. It may work - or IRCC may say you are living in Quebec for the sole purpose of bypassing the 3 year LICO requirement. If you are going to try it, I wouldn't wait any longer to move - I would move now to ensure you have as many residency months as possible before you apply.

Interesting question. I would assume it would be based on where you are a factual resident. If you lived in Hull and worked in Ottawa, I would assume you are a factual resident of Quebec. If talk to a tax accountant to make sure.
If you are living in Quebec but working long distance in Ontario, you would be paying ON taxes. But when you file taxes, you would be filing Revenue Quebec taxes. It would be the same how you would file with CRA in any other provinces. But in terms of immigration, IRCC would expect to see proof of residency so i would provide any proof of living in Quebec such as home bills or even employment time sheets from your ON employer stating you working for ON long distance.

- Quebec checks for income in last 12 months. Does it also require physical residency in Quebec for last 12 months? or we have to be Quebec resident at the time of application (assuming we filed 2018 tax from Quebec)?
