No, it will be processed in Abu Dhabi. Note you send the sponsorship and the application to Mississauga and they send it to Abu Dhabi.
thanks for your response and one more question do you have any idea how long does it take to process once it send to abu dhabi? thanks again

27 months for 80% of the applications to be decided. (That's after 42 days in Mississauga.)
This link shows the processing times:

The applicant can use his country of nationality, or a country where he is currently residing if, when he entered that country, he had a visa good for one year or more.

if he's uk citizen yes...if he has some kind of UK permanent residency then again i suppose yes (but not sure how they consider that he has UK permanent residency while working and residing somewhere else)
in any case u could choose either between his country of residency or citizenship...whatever ur choice is, make sure he will be able to attend an interview in case they would ask...if u go through abu-dhabi, he might request to have the interview in riyadh (again if an interview is necessary), but the whole process will be in abu-dhabi...abu-dhabi looks one of the slowest, i would try to avoid it at any cost
It's not a "choice" where the application is processed. Where the application gets processed is decided by CIC on the basis of a few, very narrow parameters:
1. His country of nationality (the default office)
2. The visa office responsible for the country where he has been admitted legally for a year or more.
3. His country of habitual residence, if he is stateless.
That's it. You don't get to shop around for a new office, simply because the timeline for the default office is longer than you like. If he meets the conditions for applying through London, (see #2 above) then he can apply through London, otherwise Abu Dhabi is it.
hi PMM

it is true but most people in the gulf r just residents in the gulf so they could apply through their country of citizenship or other country of residence (if that's possible) i never heard of citizens (local people of the gulf) immigrating

thank you for your message, my husband is currently working in saudi arabia but he's country of residence is Philippines i keep asking and gather information how does it work.
If he has a passport from the Philippines (i.e., is a citizen of the Philippines), he can apply through the Manila visa office. If he was admitted to Saudi Arabia on a visa good for a year, he can also apply through Abu Dhabi, the visa office responsible for Saudi Arabia. Spousal PR applications from Saudi Arabia are handled by Abu Dhabi; Abu Dhabi's business and skilled worker immigrant applications are sent to London, but not the spousal ones, so he can't apply through London.
The average processing time through Manila is 9 months, and through Abu Dhabi 27 months, so Manila would be the best choice.

Thanks a lot for your information my husband got a Philippine passport , i think we rather choose Manila embassy.
i read of many filipinos working in the gulf who chose Manila, not Abu-Dhabi....but also others, very few, chose Abu-Dhabi and they were processed faster than 27 months, a little over one year but maybe they were exceptions
also the manila thread is very active u can find a lot of info abt how that embassy works....abu-dhabi is not active at all
good luck!
