My kids were born outside of Canada. Recently we moved to Canada and I ant to sponsor my kids for PR.
While filling immigration forms, do I need to fill Use of a Representative (IMM 5476) with myself as their representative??
 
no. you are the sponsor, your children are principal applicants. a representative is someone neutral, a consultant or lawyer for example. using a representative is not an obligation, and I personally think its best not to use one
