Sponsoring a Parent to Canada

Hi, I just want to confirm my understanding about "dependents". Does it cover children above 18 years of age and are married? My sister is sponsoring our mother, and our eldest brother is in our home country with his family while another one is in US with his wife. Should they be included in the application as "dependents" even if they are not coming to Canada? Thanks!
