I PR in canada last two years last year I earned 16000$as self employed I use my visa card for my marriage about 12000 $ I go india in January for marriage and come back last week iam paying visa card payments regulary without delay now I want to sponsor my wife am I need to clear my visa loan before sponsor

To answer your question; No, you do not need to have your Visa card paid off to sponsor your wife.

Paying off $12K when you're only earning $16K. You just have to make sure you do not declare bankruptcy, because that WILL make you ineligible to sponsor your wife. You seem to have a relatively high credit limit, have you considered getting a line of credit? The interest rates are much lower. Good luck!
