When I receive my pr decision still should have waiting for PR card?
After I received my pr card according to his application which was transferred to VO Ankara processing center can I still sponsor?

If he is included in your PR application he will be automatically processed after you get approved for PR. There is no need to apply to sponsor him through family sponsorship program. He will get instructions via Ankara after your PR has been finalized

Yes on march 11 2023 , received eligibility letter and pre-arrival on march 2024 after that security hasnot been started till now. No news.
Even my spouse which is file transfered on march 2024 to Ankara then till now no news

You are looking at 2-3 years from when you applied for PR for standard processing and for your spouse to get PR. Would suggest comparing to others going though similar processing not the IRCC posted estimated processing time.
