Shall I apply sowp for my wife from Saudi Arabia which is taking 4 weeks processing time. Currently my wife is in India and she will

Not family sponsorship unless you are a PR or Citizen of Canada. And if so, there is no way to apply when the PA (the one being sponsored) is outside of Canada.
