how can we reopen the case?? we only have option to reapply,

it is clearly written in the latter that if your situation changed and you think that you can setisfy the visa officer then you have to pay the new visa fees and you always can reapply..

No, you can't appeal or re-open case, you have to re-apply.

I am also able to link paper application to online account after trying for weeks.

Medical status: passed
Final decision : not started
Status: open

Atleast now i have the application number.

I just talked to her and she said that they enquired with emails and also they sent a letter requesting to check the application as the processing time was passed. They sent that letter on 9th July and on the passport, the visa stamp was from 9th July. Means they took action on that right away.

I sent case enquiry 2 times but nothing they just replied me that they are going to send this enquiry to responsible office

Here's something wierd that happened to my application. It was showing medical 'passed' all this time and now it says ' not needed at this time' .What is happening @ chandigarh???
