Can you link me to where i can find different VO instructions? that is the second time i hear that today but i had no idea that each VO has different needs! it will help us greatly man

It looks like since they changed the forms (I think 17th july) the only one's with specific VO instructions are the Chineese and Hong Kong

In the VO instructions for Bucharest it was written at no6:

6. EDUCATION/TRAINING/QUALIFICATIONS
For you, your spouse or common-law partner:
• Post-secondary education documents: vocational or technical certificates or
diplomas;
• College or university documents: certification of completion and the
graduation degree, diploma, or certificate issued by the college or university and
the evaluation committee;
Transcripts: original transcripts of all degrees must be submitted in universitysealed envelopes.
• Professional qualifications certificates: notarized professional qualifications


certificates should be submitted if available. (e.g., Engineer, Computer
Programmer, Accountant, Economist, Translator/Interpreter, Architect etc.)

Because Universities in Romania do not give Diploma replacements or certified copies what we did is the following:
Went at a public notary and made 2 certified copies of all the needed docs, 1 set we put in a envelope and went to the university were they just sealed it and put the original seal on it.

As for the transcripts, yes we got these in originals, but we are talking about the actual diploma

My advice for you is to print all the the forms and instructions from CIC website , and read them very carefully.
I applied using the instructions valid till july 17th.
 
I have I have done that I am study them every day. It is just that I also value personal experience of people! I am doing as much studying as I can each day but the

a) police clearances
b) proof of funds
c) and all documents to be properly copied and/or certified

make us 100% anxious....

I just hope that I do not advise you wrong. I can only tell you what I did and till now it turned out to be OK.

They just changed my status on ECAS today (I just verified it few minutes ago)
We received your application for permanent residence on July 5, 2011.

We reviewed your application and sent you a letter on September 8, 2011. Please consider delays in mail delivery before contacting us.

That is a tough one ::)
I did this the clasic way : just show them the money.
Gather as much as you can from different sources make a deposit and show the bank statement or get a bank letter that certifies that yiu have the funds. :)
