is it possible to apply for the skilled worker class visa if i do not fit in the ministerial occupations list or have a job offer but have 74 points and fit into the B category on the job tool assessment?
If you have one year work experiences within last 10 years in B category and fall into ministrerial occupations, you are eligible to apply for FSW- (skilled worker class visa).
You can also get your application processed under FSW if you have a Job offer.
If your work experience are B category, but, not identified by ministerial instructions, then you will not be qualified under FSW even if you have 74 points.
Perhaps seniors here can help you further if you mention how you claim for 74 points.
I ma not an expert or senior. Let;s wait for others to comment

I am not a senior or an expert. But i guess following be of any help to you.
Your work experience must be
1. Skill Type 0 (managerial occupations)
2. Skill Level A (professional occupations)
3. B (technical occupations and skilled trades) on the Canadian National Occupational Classification (NOC)

As far as i understand, you are given a job offer as marketing manager basing on your qualifications and your work experiences. Currently, you may be working as a client service consultant or could be unemployed. But your employer is willing to hire you because he thinks that you are qualified for the position.
here is important criteria when claiming points for an arrange employment.
You have a full-time job offer that has been confirmed by HRSDC
•
Your employer has made an offer to give you a permanent job if your application is successful and
•
You meet all required Canadian licensing or regulatory standards associated with the job.
Note:
•
You cannot arrange for an HRSDC confirmation. Your employer must do this for you.HRSDC will only confirm permanent job offers for occupations listed in Skill Type 0 or Skill Level A or B of the NOC.
