SINP program(Paper based Application)

I am from india and I was applied for SINP in Nov-2016(Not Express entry) after I got nominated and received nomination certificate in Feb-2017.After I send my application to CIC(Paper based) with all check list with my credit card details. After I received UCI number in July-2017. After CIC returned my whole application with reason was not paid application fees. Than after I paid application fees and send again to CIC in Dec-2018. My question is now when I get next update and I mentioned my old UCI in application. Now What Happen in my case.

You will get AOR by next month. Yes. That UCI number for life time.

You will probably get MR in Dec 2018 or early 2019. PR for sure you will in 2019.

It happend the same to me. ( for other reason ).
How do they calculate the processing time ?????
Is it ( the 16 months ) from the new application or is there any chance to calculate the time of the returned application too?
