I did not apply in August because of IELTs report,received yesterday plus Bank statement stability for 3 months.
Further more I have life insurance policy,how's I can show it and their cash value to strengthen my funds.

You are the second person i know refused due to noc mismatch..... But one singularity is innboth the case noc is 2232.... :'(..

After rejection have you applied for revaluation ??

IELTS is ok. Fund, Policy etc. Must in favour of you or spouse only. Try to collect the Insurance manager certificate on their letter head about amount information.
It was complete misunderstanding by SINP VO, i was 100% doing my jobs as per my claimed NOC, even NOC, Unit Canada through email also confirmed me that my experience is falling under my claimed NOC, but SINP refused. Any how i requested my supervisor for another experience letter more close to my Claimed NOC, thanks for him he issued me and i submitted this new one in my new case.

As you suggested to apply under NOC2171,But remember my qualification is MSc Electrical Engineering.For NOC 2171,degree requirement is computer sciences,computer engineering,information technology etc.
Note that my experience is in Mobile company as network planning and design engineer,analysis of commercial requirement,New cell sites design evaluation and approval,etc.

Mention it as Electrical & Electronics Engineering, some times they consider Electrical Engineers for NOC 2171. It is better, if u have any Electronics or Computer related education degree/certificate as well. Request your employer to add these few lines with your Duties/Responsibilities in your Job Reference letter, then it will be ok for 2171.
