SINP: is Licensure (for 2173) is mandatory to obtain before creating EOI profile online?

SINP will ask the license during the process. Now you can submit No and can start the license process.

Hi, does that mean that my application will firstly move to “In Progress” then they will notice the lack of licensure and move it to ADR state? Is that correct or they will request the license as soon as I upload and submit my application?
And one more thing, what is the maximum time they will wait for me to upload the license?

1. No you can begin the process now but you need the license by the time you get a nomination and apply.
2. Requirement for what - license? If so yes. if not selected through SINP, it means they don’t need more software engineers right now.

Ho w exactly the SINP score adds to CRS for canadian PR, is it so that if my current score is 400 post acceptance it will become 469 if my SINP is 69?

Your CRS score has nothing to do with your SINP score. The SINP score is used for its own draws. Your CRS score doesn’t change.
