They at least never approve for out lander applicants. This scheme only beneficial for Inlanders.

Not important, there r no certain rules. Some times they provide nomination without conversion

From 2013 to 2017 it should be 8 points. If I'm right the experience between those years is 4 and so you will end up with 8 points.
