I am planning to do a soft landing in Canada for 30-45 days, with the intention of moving permanently in Year 2025.
Given this plan, should I apply for a SIN number now or wait until 2025 when I make the permanent move?
I have heard that once we obtain a SIN number, we are required to file taxes.

Apply when you arrive. MUCH better as you can have issues getting one later.
No, having a SIN number is not the same as the requirement to file taxes.

Don't get health card until you settle for good. You can open a non-resident bank account.
Optional: With 30-45 days, you could rent a car and travel coast to coast to every cities in Canada (especially in the summer months) and try the local food (example: lobster in Nova Scotia; angus beef in Alberta, etc.). You shouldn't get a driver license at this time, but obtain a International driving permit from your home country in order to do so.
There js a residency obligation to qualify for a health card and healthcare. You won’t qualify and you would still have to apply for a health card when you finally settle in Canada.
