Significance of ECAS second line update

Dear All,

I would like to know what ECAS 2nd second line really means. Recently, many applicants processed by HKVO received medical request without 2nd line update, while still some ppl got ECAS 2nd line but no medical request.

What do VOs do after issueing 2nd line update? Anyone knows?

I am in the same situation...
Maybe some VO's do security check after MR?
Some ppl got the second line a few months after MR and then received PPR 2-3 weeks later.
