I also applied TRV for my younger brother in 2018 along with my parents and it got rejected, I am now after 5years thinking of applying again and he is 28 now, not sure how to go about it as the situation is still the same

Separate applications. They want to show ties to their home country such as proof of school enrolement, proof of employment, proof of funds to cover their visit, previous travel to countries requiring visas (such as US / UK) if applicable, other ties to the home country.

It helps if they have traveled to other countries - increases the chances of approval. If they haven't, not much you can really do about that. Good luck with the applications.
