Should I tell IRCC about the deferral and send them a new LOA?

So I have to defer my intake from Jan to Sep because the visa has still been in progress for the last 3 months.

The university gave me the option to defer or withdraw and I went with deferral, so in that case, should I inform IRCC about deferral and provide them with the newer LOA as in webform?

Or Should I wait for application approval/PPR and then tell them?
