Unfortunately i could not get a possitive result on my on line initial assessment.One attorny replied me through email saying that i should wait till the new policy comes. This is quite srprising for me as while counting my personal scores i guess that i can qualify if i manage to get 14 ponts in IELTS. Just look at my points break up
1. Education (BSc Mechanical Engineering, 16 yrs full time study and degree recognise by CCPE) - 20
2. Age (45 yrs) - 10
3. Experience (20 yrs in Construction field, HVAC, plumbing, firefighting - design and installation) - 21
4. Wife's education (Bachelor of commerce, 14 yrs full time study) - 3
5. Language eligibility(Yet to appear in IELTS) - Here if i manage to secure 13 ponts, i can reach the qualifying score of 67
Please do correct me if i have gone wrong and do suggest whether i should apply or refrain from it being on the border line.

If i dont fit in any of the occupations listed, then does it mean that i might loose my 21 points !!
By the way occupations listed are pretty open and i think the kind of job i have been doing can easily be merged into Construction Managers occupation.

As jojobaba said, the rule is clear.
You can only apply if you have the one-year experience in the 38 NOC list. If you have it then only they will assess your other qualifications. If not, you are not qualified no matter of your other qualifications.
Arashdtii, i got what you said. Is there anyway we can determine the detailed description of the profession titles listed in the revised NOC list.For example how one can know about the job description of Construction Manager as understood by CIC. Sometimes a Mechanical Engineer can be Construction Manager and sometimes a Civil Engr can be so. Secondly is it true that if an individual who has already applied but as per CIC does not fulfill the latest NOC criteria would get his application fee refunded.Also can it be taken this way that if you doubt that you may or may not fulfill the latest NOC criteria, there is no harm in just giving it a go.If it works out fine otherwise your fee will be refunded.Please clarify
The key thing is the job description and not title.
Ifwhat you do fills into any of the 38 NOCs then you are vey fine
I will advise that you give the IELTS a go
