Hi friends,

I need to pick up renewed pr card in Canada. I don't have a US visa and pr card is expired. I just calculated correctly and I am short of just 28(in the past 5 years) days to meet the RO as of today's date. I am thinking of applying prtd within 2 days. What are the chances?

Will the officer have any mercy on me? Or is it strict requirement to meet 730 days in the past 5 years? I am a PR from past 6 years.

Don't forget that while they are processing your application, each day which goes by makes your days of shortage increase. So if they take one month to process, you will be short 58 days and not 28. So really cannot say about your chances.

Can I send third party to pick up the pr card from IRCC office. Or is there any other ways the local IrCC office mailing the card instead of telling me to pick up. What If I cannot pick up because of medical issue and things like that? There should be another way out. What if the person is handicapped and cannot walk out from the house? Is there anything like that IRCC getting forced to mail the card.

. Cards are expected to be picked up in person to minimise fraud. Ok so the latter could happen with a mailing but that’s just the way it is.

So are you suggesting creating some fraudulent medical note to involve someone else in the fraud to collect your card on your behalf. Even with such a note they may well defer collection until you have ‘ recovered ‘. If a person is handicapped and housebound then why would they need a PR card anyway given they are not likely to travel outside the country any time soon.

Have you contacted IRCC to find out why they have chosen you for pickup ? Maybe they already suspect your RO is in doubt or you applied from outside Canada. Assuming you were in Canada when you applied then in hindsight Maybe you should not have left until you had the card

Remember this is only a public forum, only IRCC can tell you the options you actually have anything else whilst well intended is just speculation same as is with your 28 days short of RO.

No. Picking up the physical card is only part of the process. You need to be there in person, probably because there are concerns about your identity or eligibility and you will be interviewed. You have no options. If you don't present yourself for card collection in person within 180 days, it will be destroyed.

According to the published procedures, they send a second letter closer to the end of the 180 day period.
 
This is old history and may not be valid today.
n 2011 me and wife applied to renew our PR cards. A few months into the process we had to travel overseas. Things happen and we couldn't return in time and our PR cards expired. A month later we got the letter to come and pick up in person.
We applied for a PRTD and being in compliance , were not worried about the outcome. However it did take around 3 weeks to get it. On return to Canada we went to pick up our PR cards. The officer there first asked for our passports and travel timeline as she said she needed to verify our travel dates with passport stamps.
However on seeing the PRTD stamp, she said there was no need to check anymore as during the process of getting PRTD , the consular office would have checked everything including residence obligation thoroughly before issuing the PRTD. She did mention that PR card pickup is both randomly done and also done for persons with a lot of traveling or long periods of stay overseas (even though the residence obligation is fulfilled). She said they just needed to verify that there's no misrepresentation or juggling of dates or errors.
 
About the 180 days period. If you can't pick up within that time, the PR card is destroyed. Your application is considered abandoned and you would need to reapply for PR card.
