I am doing a short landing , Can one of my relatives carry my PR card to my home country?
 
You are not going to find any official words allowing OR disallowing this. It is commonly done by many without hassles. Someone physically bringing your PR cards is in general considered a safer approach than using courier services. I personally know of people who have used both methods without issue.
