I think they are giving ECOPR's in December to people who had their portal 2 in October..so people who got portal 2 in November will get in January!
(That's what I realized after reading threads)

Hi. In my case, I’m still waiting for my ecopr until now. I submitted mine in portal 2 last Oct 2024. No reply since. Hopefully this month
