No they don't. They will ask you to reschedule to a different date if you want E-certificate.

Does anyone have any idea why my oath date was moved from July 3 to 18th?

Yup, same here; mine got rescheduled as well to 18th.
3rd being a stat holiday could be a probable reason.

My wife's tracker got update with everything completed and her Oath taking is scheduled for July 11th. She hasnt received any email or mail yet though. Is that normal?

Most of the SCR ones are virtual ceremony only. Mine is virtual too. You will find it out when you get the notice of appear if it's virtual or in person.
