No, that page lists the way to apply for PR renewal. Paper is the way to go. I renewed my PR card last year, pretty straightforward.
The problem is that it would be inconsistent with my previous application (Spousal). My taxes, bank records, salary slips, etc everything is on the previous address until I finally moved to the new place. The only issue that they would see then two address proof which if RQ issued.
I am just confused to write them LOE in advance or wait if RQ issues.
Yeah best you call them and confirm. Or preferably send in a Webform so that you have something in writing.
The next step would be In Process. This is when your file is sent to the local office for processing. Sometimes, the files are sent but the status is not updated properly. If it will give you some peace of mind, you can call them and ask.

Is there an online pr card renewal application? I my pr expires in September I want to renew it?

About 5 December 2020 Online applicants got a test invite. It's quite strange, but absolutely true if the people who posted are to be believed. Here's a

An update for all applicants. The "check your application status" page now shows the following message

We’re currently finalizing most applications we received between
March 3 and 9, 2019
If your application is complex, it may take us longer to process it.

Also worth noting that October, November and December 2020 have comparable or better AOR %, and there are even some December applicants in process.
I think IRCC have finally pulled their finger out and over the next 3-6 months there will be a lot of movement, more online tests etc. We all applied 5-6 months ago, so I think we are halfway there! Keep positive!

According to the 2020 application sheet no one from 2020 normal applications invited for test yet, any update? Experienced users any idea when will test invites start for 2020?
