I have the same timeline. Yes. Even though no AOR email, it is AOR for us. The agent told me that my AOR pdf was generated on Dec 21, but the glitch on their system didn't generate an email.
According to the 2020 Citizenship Applications Tracker even January 2020 applicants have not began to receive test invites yet (there are only 2 applicants so far who got their invites). What is your estimate about the processing time of our applications until we become citizens? Are there any theories about that?
It's worth noting that IRCC do not operate linearly. Meaning lets say they have 20 people in the department, and lets say there are 1000 applications - so those 1000 would be split amongst the 20 people, so 50 each. They start processing the application at the top, and if they request additional information from you or hit a block, they put a pin it that and move on to the next. Once they have went through all 50, they would go back to the ones they hit a block on, and that is when they would check if you have provided the additional information they asked for. So it is vital you answer their emails/letters ASAP to prevent your application from taken longer than expected.
Another thing to note is that some of the data might not be fully up to date, I already see applicants in April who have received the test invite. Hope this helps.

The next step would be In Process. This is when your file is sent to the local office for processing. Sometimes, the files are sent but the status is not updated properly. If it will give you some peace of mind, you can call them and ask.

No one has any clue. https://www.canada.ca/en/immigratio...dian-citizenship/become-canadian-citizen.html says 12 months from application to ceremony, so I'm expecting minimum AOR+12 months as a timeline. If you're one of the many here who sent in September, got AOR in December, then set end of 2021 as your hope. It might be faster or slower, and depends on a million things none of which anyone can control or predict. Sorry

Local Office = Office that is responsible for the address that you live in. They "process" your application - Initiate criminality/background checks, request finger prints and/or additional documents if required, send test and oath invites.
