1) I am signing my application as Sep 30, 2020. Should I post it to them on that day or send one or two days before, such that it reaches them on Sep 30? How is everyone managing this?
2) I am in Toronto and the application is going to Nova Scotia? How will they ensure that my application will be processed here in Toronto?

Never postdate. Sign and send the same day if you want, but don't postdate the application, it can cause you headaches down the road for no good reason.
They check all applications in Nova Scotia. After you get AOR, it will be trasnferred to your local office.

Dont post date your application. You can sign and post it on the same day. IRCC may date stamp the day the application was received. Its not worth the risk just for the sake of a day or two. If they return the application, you could potentially lose 3-5 months.
Really hard to say at this stage. Situation could evolve quickly for the better or for the worst. But I prefer to stay positive: I'm expecting an AOR (for my wife) at the end of January.
The wait for AOR's are expected to shrink. However, test and oath may be longer than expected. May be 2 years?

Wow! I should have asked IRCC for an urgent processing for my wife's application. Motive: high psychological distress caused both by an absurdly long delay and by my nagging wife!
