Completely variable. I personally waited about 3.5 months, which, anecdotally, seems to be the average amount of time. I've heard rumours they're speeding up processing of cases and offloading from more busy locations to less busy ones.
Just wanted to share a recent weird experience with IRCC.
We ordered GCMS notes for my wife last month and it arrived yesterday. It says oath ready and citizenship granted. In reality she is yet to take the oath (we don't have a scheduled date yet). I guess according to IRCC nomenclature, you become citizen once you pass the test
The other perplexing thing is that there is a note from Calgary office (our local office) that they scheduled an oath way back in May/June. She did her test in July only so oath in May/June doesn't make sense at all. Obviously, submitting a webform and/or call doesn't help either.
Well, one more in the long list of weird things from IRCC!
As an aside, should I be checking my ECAS now for the transition for "Decision Made" to "Complete", which is when I think they mail out the certificate? My "new" portal just says I was scheduled for the Oath 3 days ago, so no real updates in almost a month.
Does anyone know if we receive an email notification when the language, prohibitions, and physical presence are completed? Or do I have to keep checking on them; I swear it’s getting more and more frustrating each and everyday I check and see no movement. I have a sick grandparent that I haven’t been able to see in 2 years and family members that grew so old I don’t even recognize them anymore all because I’m stuck here waiting for the blessing of a bunch of people that are able to overlook a huge number of people who’s lives are stuck in limbo just to favour stats and process newer applications faster.

I asked the officer once you're file is closed, the certificate mail from ircc office Mississauga gets picked up Mondays, Thursday so @Orgcom if you are Mississauga you may get it early, I'm from Mississauga file was closed Nov 27th for me. i will keep you posted when i get mine, if you are any other city province it takes a bit of time

You don’t get any email notifications for any status changes you mentioned above. I would recommend sending webform request / calling them. My Background checks only got complete after sending webform request
I submitted my Finger prints in Nov and inquired have they received them or they still need anything from my side. Also,attached my Finger print acknowledgment receipt along with Webform request.
Finally ..the last update. Not sure when the Citizenship certificate will show up in my mailbox though.. Thanks Ottawa Office for fast response! (scarcasm)

Status just updated this morning.
Dec. 2: Oath ceremony activity started. Scheduled for Dec. 18
Looks like the only reason I got update is because they opened my PR Card Renewal application yesterday and sent me AOR! PR Card renewal application received on Sept. 27, 2021.
