Waiting Sucks. One Person in Oct AOR cleared Medicals the same day he got AoR, his biometrics are completed the next day and his application is now in Background check Processing. How I wish earlier applications like ours are processed this quickly..
IRCC singing Cher Lloyds - "but Baby this is none of my Business" listening to our waiting woes.
I can't really tell, but that should be perceived as positive rather than negative. Maybe they're CECs or USA residents. What you see in MyCIC is rarely reflective of what really is going on.

I don't think USA residents get any different treatment than any other outland applicants. CEC cases are different though. I am a FSW outland applicant from USA with Sep 13th AOR. IP1 since Oct 11th. . I think the first 45 days went okay for me, now this waiting is killing me
Ideally they cannot treat every application equally.Every Applicant is different and the VO would be different and the workload is high for them.
Every now and then, they process a case in less than 45 days and we , eternal hopers, look at that 1 case in immitracker and start dreaming that we are already on our flight to Toronto or shivering in our sleep feeling the snowfall in canada.
Till we get PPR, this waiting thing makes us feel bad as if we ve done something wrong. No escaping it.
When it changes to "Your application is in progress, we will let you know when we start your background check", expect your application to go to the LVO which will mean your eligibility passed.
I dont think you were in IP2. Before MEP,it might be in Processing or Not Applicable. It might be NA stage during Sep 21.Remove that IP2 and your timelines are inline with the current trend.
And of late, IP1 and IP2 are getting mixed and you need not worry about those status meanings as many people got golden emails after MEP with no status changes.

Umm...but i have a screenshot of the 21st that reads "we're processing your background check. We'll send you a msg.....". I stated here once that I've been on that stage since AOR possibly. Just wondering why it's gone back, except IP1/IP2 are not as relevant as we believe.

It's not different or preferential treatment as much as it is faster checks in parts of the background check, info sharing happens faster (which is with the USA)- Anyone entering Canada would have to be vetted by the US too. Hence the faster decisions for US residents.
