Yes, it is a form of RQ.

They sent a regular mail which goes as follows:
"The purpose of this letter is to advise you that a preliminary review of of your application has been completed. Your file has now been referred to our Program Support Unit for a final review. This review will results an additional delay...."

ECAS says nothing about this. It says "in process".

Yes it is normal. Mine remained in process for almost two months after the test. Dont worry about it.
