My Received status disappeared today and It says in process only, Is that means my file is in LOcal office?

I called today and was told my file had been transfered to local office since the 27 November, and that its undergoing background checks. I thought all the checks had been carried out at Sydney. Does anyone know what other checks they do at local office?

My Received status disappeared 3 weeks ago and It says in process only, but I still haven't received acknowledgment letter with booklet. as per CIC they have sent the letter w/book on Nov 14 :

I finally got my AOR and study guide this morning.

And I called CIC few days ago and asked where my file is.

The agent said that it is still in Sydney
