i just want to ask which office is designated to call and check the bank for proof of funds.
is it CIC nova scotia or my local Visa Office.?

Visa office.
Th opinion is divided and highly debated if CIC has the right to call the Bank to check the availability of financial proofs. I personally believe that CIC must have some tool to investigate the availability of funds without involving into legal issues. If VO is not satisfied with the information on file,then the applicant can expect an Interview to clarify the ambiguity.

Nobody would/can call/visit/investigate with your bankers about your funds, except w/out a judicial decree. And CIC wouldn't/couldn't go to that length... They don't need to.

if that is the case then what if somebody submits fake bank statement. How will they verify?

same question here. what if they opened a bank account with the required money for proof of funds then after having the bank certificate they withdraw 90% of it.

Don't assume that u r dealing with duds & dumbos... they'd understand the difference... And off course there r checks & balances in place [more on it in the next reply].

1. Usually they require 3-6 months' of bank STATEMENTS... not a Bank CERTIFICATE.
2. Your VO would ask u for another set of 'fresh & updated' POF docs, usually just around meds.
However, if u r so resourceful that u could deposit & w/draw your funds at the drop of a hat -- be their guest... u could then sail smoothly... no issues there. However, u'd be required to do so again while 'landing'. Now, many would say that I'd make a draft with 'borrowed' money, to show as settlement funds to the BSO@POE, -- Ok... but u'd then be digging your own grave... what with the monies 'actually' required here, post landing?
And just for info -- many actually do so. They arrive with huge loans back home. We can sure imagine the financial mess they land-up with. Eventually they r the ones who crib the most... and end-up with 'welfare'. A life shattered... their Canadian dream goes up in a whiff...
Migrating to another country... moreover the North Americas... isn't a mis-planned foray... We better be careful with what we do !!!
