How did you know your counterfoil was generated? Do they update this info on the gc key site?

It took them ~10 days from the time the received new photos and my application was approved in gckey (June 4). The tracker has not been activated yet.

When you look up the shipment number and a tracker is not yet activated, it means that IRCC has not shipped the documents yet.
The moment they do and UPS/FedEx scan the barcode, the tracker will start showing where the package is, which means it is on its way to you.

My return tracking with fedex got activated on Aug 3rd and fedex picked up the package. However, the package is in status “international shipment release Memphis TN” since Aug 4th 11:45am, not sure what’s going and bit worried.

Customs. I would recommend waiting till Monday and then calling FedEx.

Don't choose any ship date. They will ship you when the passport is stamped.

Is it not mandatory? I choose a date from next week. When i called Fedex, they said the return label is valid for a month?

I don't think its mandatory but still check with FedEx.
