Sending App Without Police Certificate

Hi everyone,

I know Americans are allowed to send in PR applications without including the FBI background check since it takes so long, and then sending it at a later date. I was wondering if other nationalities are allowed to do this as well?

A Dutch police certificate takes up top 8 weeks to be completed and arrive, can I send in my application and then let them know my police certificate is on its way?

Yes, if your ITA is about to expire and you don't receive the PCC then provide proof that you requested it and submit your eAPR.
