I am planning to attend MEng in fall 2019 and can i take a semester off during summer 2020 and then complete my degree in next 2 semesters.Will it affect my work permit in any way?
If it not is a scheduled break but a break that you decided to take then yes it could affect any future PGWP application.
Then if i finish the course in 16 months,will i get 3 years work permit?
Note below statement in following link.specifically does not include even scheduled breaks

Officers may issue 3-year work permits to individuals who complete a master’s degree in Canada when the DLI has confirmed in the written confirmation of program completion (e.g., an official letter or transcript) that the degree is 16 to 23 months in duration and does not include regularly scheduled breaks.
This says that i must study for 16 months irrespective of scheduled break i take b/w them.i.e scheduled breaks are not include in that 16 months.please, correct me if i am wrong.
