my nationality is Vietnam. I'm married to an European guy and living in Europe. Right now my status in this EU country is temporary residence permit.
1) Generally speaking, Am I eligilable to make a refugee claim once I am in Canada?

2) which way would be better for me to get refugee claim approved?

a) To apply for canada visitor visa in EU country where I am living, and fly from this EU country to canada.
b) To apply for a new passport and canada visitor visa in my country of origin--Vietnam, and fly from Vietnam to canada?

1) Anyone can apply for refugee status from Canada. Whether your claim will be approved is another matter. What is the basis of your refugee claim? What evidence do you have to support your claim?
2) It really doesn't matter how you apply. Whether you apply for a new passport or not - Canada will be able to find out about your temporary residence permit in Europe and your marriage. Use your current passport and don't lie about your personal information and history. If you lie, you have no chances of being approved.
 
I have good reason to go there to seek asylum. I am now worrying about if my temporary residence in this EU country and marriage to this EU guy become the barriers?

Yes - this could very well be a barrier.

It's hard to say. They may ask why your husband hasn't sponsored you for residency.
