So my timeline is
4th biometric
Nothing has updated so far, this is my second attempt my first refusal was on 28th july mainly i presume was due to the fact that i have done my masters and marine geophysics from the UK and now i wanna do human resources, i have attachef additinal documents such as bank statements fixed deposits mutual funds apart from the gic and first years tuition in excess of 150,000 cad and property valuation of both my propertirs which amount to 700,000 cad im hoping that i get a easy goin visa officer who approves my visa

No i have done a lot of reasearch on this and can tell u for sure that once u get the biometric correspondence letter the decision is already taken regarding the visa some get the decision within two mins of receving the biometric correspondence and some within 24 hrs in very few cases it takes 2 -3 days but those are 1 percent of applications.
