I submitted my file to CIO on August, 4th 2015
i received AOR on October, 9th

but i didn't get any file transfer email and i'm not sure which visa office i could be in

All Saudi based applicants visa office is London.
Sometimes CIO is not file transfer email.
They directly request for medicals

As per my knowledge the Saudi applications are processed at Abu Dhabi Visa. Check out the info on this link Office.http://www.cic.gc.ca/english/information/offices/missions/abu-dhabi.asp.com

I guess the link won't work here but you can google Canadian Visa office in Abu Dhabi and then open the CIC link to get information about the VO.
