Yes, it is really very difficult to get Saudi PCC for past resident. Some people able to get Saudi PCC from different sources. What LVO wants that you should put your full efforts to get Saudi PCC. I have started working on this task from January this years. I have contacted following through official letters / email and gather their response:
1. Saudi Embassy in Pakistan.
2. Overseas Pakistanis Foundation
3. Pakistan Consulate in Saudi Arabia
4. Past Employer in Saudi Arabia.
So i have tried all sources but no outcome. Then I write all situation in detail to LVO and attached correspondence with different organizations as said above along with supporting documents. LVO analyse all documents and gave me waiver after one week of request.

Check this site, it documents that "Certificates are available only to current legal residents.". Are you aware of this? Keeping this in view the saudi PCC should not be required, your view?

I'm past resident of KSA since 2017, now i live in Pakistan since that day.
Right now I received confirmation letter fir us for visa. I need saudi police clearance certificate. I used all resources but I am failed does anyone help me this issue.

Okay so for this you need to go through the Saudi Embassy. I have a friend who just went through the process in Canada and he had to go through two private agents and the embassy + ministry of foreign affairs. Now if you get an agent involved they will take care of everything. Here in Canada after involving the agents it was $1000 to get certificate urgently (4 weeks), and the slower route was about 2 months and it was $850.
