Saskatchewan Express Entry (SINP) for IT Professional

My CRS score is about to 380+. I am thinking to go through SINP to get additional 600 points. I saw demand list and it include NOC 2173 & 2175 which require licence from Saskatchewan province. Currently NOC 2173 & 2175 is in demand list but my most experience is related to 2174 (Write, modify, integrate and test software code) however NOC 2175 Web designers and developers is something similar I have most worked on which is as web developer. My questions are as

1. What is the chance of getting nomination for IT Professional?
2. Should I opt for NOC 2175 while creating EE profile?
3. How to apply for SINP once EE profile is created? Best if someone provide step by step guide.
4. NOC 2173 & 2175 require licence from Saskatchewan Province. How to get that? What I understand is that I have to complete certification from the Canadian Association of Information Technology Professionals (CIPS). It is right? I am from India. Can I complete it from India?
5. Most importatnt - It is true that I have to stay 2-3 years in Saskatchewan itself? If I get admitted through Saskatchewan Express Entry.

If you are applying for the EE program under the FSW category, then you need to have CLB-7 (minimum 6 in all 4 IELTS sections). Then again, SINP requires only CLB-4. But I highly doubt if CLB-4 will enable you to apply for the EE program. You can also take reverts from the seniors as well before proceeding further.
