Yes you need to... but for SINP they have got specific format of translation of birth cirtificate, you can find it online.

Both are good .. no diffrence in documentation, but EE is faster. as there is no difference in documents and NOC....... then make your profile in stream which is going to open first...... Which will open next time.... ? Its only guess

Yes, but after submission they will ask you to withdraw one

Sorry but you didn't understood the question well.I said that my friend do not wish to make any changes. He hasn't submitted his application now. He was busy collecting the documents. But he has already registered in the SINP portal and filled in the application form. He just has to upload all his documents now. So I am asking if he can still upload all his documents given the fact that SINP is closed now. Like in OINP we were allowed to submit our application even though they had closed provided we have registered in their portal. 14 days were given to submit the application after we register in OINP oneKey account.

Experts comments will be highly appreciated.

You're correct, I misread the information as I was going through quickly. He can upload the documents anytime during SINP is open or closed. Once payment is made and application is submitted he can not make any changes.
