Whether baby is not a Canadian Citizen by birth? If baby is a Canadian Citizen then why would you need proof of citizenship separately as Canadian Birth certificate is more than enough to apply for a Canadian PP.
If the baby is born outside then refer Scenario 3 on below URL,
(1) your country specific birth certificate displaying the name of your Canadian parent(s), issued by
the appropriate government authority in the country where you were born.
(2) proof that at least one of your parents (legal parent at birth or biological parent) is a Canadian
citizen, such as:
• parent's provincial/territorial birth certificate, or
• parent's Canadian citizenship/naturalization certificate, or
• parent's Certificate of Registration of Birth Abroad (RBA) or Certificate of Retention of
Canadian Citizenship
• parent's British naturalization certificate, issued in Canada or Newfoundland and Labrador

Did you get this sorted out? I am in the same boat and need to apply for my baby’s citizenship. Can you please explain the steps you took and if you did the explanation letter how was it written.

you should apply and obtain their official/real Birth Certificate as well as their Bangladesh passport
Please do that if u don’t want hassle in future…..your child will thank you for it
Canada will require some documentation anyway so get it made quickly……don’t delay!
Even if OP obtains a passport for their child they will still need a letter of explanation as it is clearly stated in the instruction that a letter is needed if the applicant does not have TWO piece of ID:

OP is asking for a sample letter which he needs, passport or not. And while it may be advisable to get a passport as far as Bangladesh is concerned, they probably don't need it to apply for the Canadian citizenship.

So you're suggesting that he apply for this with no, zero, none acceptable types of identification?
That sounds ... wrong. I repeat, better to apply with the Bd passport and the birth certificate, as photo id and evidence of birth/parentage.
Note, I am assuming that none of the other types of id are typically available in Bangladesh for a newborn - it's possible IRCC might request if some of these others are, such as national health or national identity card.
With that, letter of explanation is simple:
"[intro to whom it may concern etc]
My child, xxx, born xxx in xxx, has only two documents of identity, the Bangladeshi passport issued to him/her [passport details] and the birth certificate [details], copies of which attached.
None of the other accepted pieces of identity listed on the IRCC website are available to a minor in Bangladesh, and I trust this will be sufficient. Please advise if anything further is required.
