RQ in q, what does it mean ?

I have submitted RQ documentation in Oct 2012. I got the RQ, at the test on Sep 2012 ( Mississauga Office ). Every time I call up, CIC officer says it is in review. When I particularly asked if it is assigned for an office for review, he says he does not know and it is in q. I do not understand what is going on with my application.

I have requested ATIP in November and all it has the below.

Hi Muppala,

It is in the Q means, your RQ submitted is in the "QUEUE" (which means your file must be in the line in order for them to process).
